i see many products on store shelves, mostly “gourmet” food and cosmetics, that have french labeling on them even though 99% of the time the products have nothing to do with france and are american made.

    No. It just allows them to tap into the French Canadian market without increasing their production costs. They don’t want to separately wrap every product that will be sold in Quebec. That is a huge market. Also in the French West Indies.
